Jobs failing/hanging on OAK 18.3 - create-database, create-dbhome, delete-database

We are on Model X7-2S with OAK 18.3.0.0.0. We deployed with Patch 28864490 and applied Server Patch 27604593 (although I would like some way to verify the server patch is installed).

I had several jobs fail late last week, including creating an 11.2.0.4.180717 database, and then separately just the dbhome. The jobs either show a status of Failure in the Web Console with no detail, or they just hang on the command line and there is no job submitted. I have tried deleting a database and database home this morning with same results. I now see that Component Details in Patch Manager of the Web Console hangs with "Loading..." displayed.
