Error Message : Access denied

Hello,
We have start working within the prod environment recently, and i can't access to BI Publisher URL home page the navigate/create report and data model.
In fact, i get the following error message : Although, the username and password are already defined in OTM (Oracle Transportation Management), and access rights are given to users (FTI and GTI access).
