Does anyone have a working sample for PA_PROJECT_PUB.CREATE_PROGRAM_LINKS

We are in need to create new oracle programs or make existing projects as a program and create Parent child relationships between existing projects and new programs. I see that Oracle has provided an API CREATE_PROGRAM_LINKS to accomplish this. Has anyone used this successfully? If so can you share sample pseudo logic? Also to create a program what all mandatory fields/validations to consider?
