Need a redundant P Inclusion Rule in Configurator 9.1

I have a configured parent item in one branch where they have the option to purchase from another branch or produce themselves.  To accomplish this, I sent up a configured segment "TRANSFER?" (Yes/No) and when YES is selected it initiates the Transfer.  When NO is selected it creates a work order in that branch.  Basically I need to add a conditional line where segment = NO  to about 200 different inclusion rules.  Seems redundant so think there should be an easier way.
