Create Schema Baseline fails with "Could not connect to database.."

As above, when I try to create a schema baseline, I get error as follows:

Examine and correct the following errors, then retry the operation:

Source Database - Could not connect to database. Make sure the database is up and preferred credentials (if set) are valid.

The database is definitely up and I have tested my preferred credentials repeatedly with success.

I have DBA role in the database and I am a Super Administrator in OEM so I cannot understand why this is not working.  Someone please advise which credentials might be wrong or where I should look for more detailed error output.
