How to diagnose ORA-12514 when trying to get CHM data from EMCC

I have installed  EMCC 13.3 on the same subnet as a two node RAC database. Discoverd the cluster and the CDB.

When I attempt to view the ClusTER Health Monitor data, I get

ORA-12514: TNS:listener does not currently know of service requested in connect descriptor.

the nslookup is resolving the ip and hostname for the scan listener properly,

The MGMTLSNR shows the GIMR service in lsnrctl services

The SCAN Listener also shows the GIMR service registered..

I can connect to the GIMR (-MGMTDB) with sqlplus / as sysdba

but I can't connect using the ezconnect string.

Any guidance on diagnosing this problem is appreciated
