EBS Session Establishing Only at one RAC node

Greetings

We are running Oracle EBS 12.1.3 with database 2xnode RAC 11.2.0.3. without incorporating any changes in install-base we noticed that one RAC node is serving all user sessions where as 2nd RAC node is up/running but no EBS session is running there.

crsctl status command - is showing that all relevant services are up and running (clusterware, database, asm, listener (scan & node) etc..)

tnsnames.ora - scan-listener IP is mentioned in HOST parameter  << session load should be balanced as scan-listener IP is mentioned here but it is not happening

Manually (sqlplus / as sysdba) we can login to 2nd Node but through EBS end-user sessions can not logged in to 2nd node.
