Rules packager not creating job in Process Monitor

I created a rules package with some new and modified Absence Management elements and exported it. Now I want to import, compare, and apply to a different test database. I can open the definition in Apply Rule Package. I can see the scripts. When I select Import Package and click Process it doesn't add a job to the Process Monitor. I manually ran the import dms script using Data Mover, and now it shows the package as Imported. Same thing when I select Compare Package, and Create Compare Report, then click Process it doesn't add a job to the Process
