P43E20 Desktop Receiving

Has anyone encountered open amount issue using RSS Desktop Receiving?   The issue occurring is the Open Amount in the F43E11 Req Detail is zero and the F4311 PO Detail contains the correct open amount after a portion of amount received.   This doesn't occur all the time and we can't pinpoint what is causing the issue.   The causes Desktop Receiving to no longer show the PO open line and the P4312 must be used to receive against the PO.
