Error: General Error in Method, Status Change

Hi,

I cannot promoted one of the menu project from PY to PD . Actually i can promote PY ( 26 ) to ( 28 ). But i cannot promote 28 to 38 ( PD). It was found error: general error in method, status change. Please give me how to do that.
