Can OAAM be integrated with EBS without OAM?

We want to implement Two-Factor Authentication for EBS but don't want to enable Single Sign-On. From initial study of different documentations we found the 2-FA can be achieved by using Oracle Adaptive Access Manager(OAAM), but OAAM is integrated with EBS using OAM as a bridge.

Is there any possibility to integrate OAAM directly with EBS? Or is there any other way by which we can implement 2-FA for EBS login?
