Place Launched Scheduled Jobs On Hold

I have a JDE Scheduler job that is in a launched status (P91300) on the scheduler and is in waiting status in submitted jobs (P986110B ). The submitted jobs application has logic to not allow users to then put this job on hold (the row exit gets disabled/hidden). Is anyone aware of the reasoning behind this? I've had a few instances where we've had jobs in waiting status and needed to restart services but cannot put those on hold. We can terminate them and start them up manually later, but I'd like to be able to place them on hold
