How can I Stop an Item from being shipped on a specific carrier

Is there a way that I can setup an item so it cannot be shipped on a specific carrier. I know I can use preferences and it won't automatically select the route but, this does not stop someone from changing the carrier to the one I don't want this particular item to be shipped on.
