Issue with Project Template Created from a Project

The State of Wisconsin is on 9.2, currently image 25, tools 8.54.36

We have been testing the Project Template feature and have run into an issue that we are not sure we are doing something wrong or if it is a bug.

When you create a Project Template from an Existing Project, the Project Status is copied into the template.  So for an active project, the status in the template will be active.  Seeing that, we changed the status to Pending because we would want any new projects started from the template to be Pending.  That change was made and the template project was saved.
