R12.2 rapdwiz stalls on adrunfmw.sh and log shows Cannot patch 10.1.2 Tools.

I'm trying to do an upgrade from R12.1.3 and running into this issue.

I'm on RH Linux 64 bit database on one server and app tier on another.

I've patched the database server as required by ETCC and am now moving on to running rapidwiz on the app tier.

I am running rapdiwiz 12.2.0.51.

I got to step 3 of 5 (upgrading oracle e-business suite) when I noticed nothing happening on my upgrade screen.

Started poking around and didn't see any activity either.  Eventually found the recent log in fs1 saying this:
