SUI Excess not calculating correctly

we are experiencing a weird issue with the Excess amount in the SUI calculation. We detected that during the payroll that an employee maximized his taxable earnings, the excess amount was incorrectly calculated for Texas. The employee had worked in multiple states and in the past we had issues with this situation which was supposed to be solved with an ESU that we implemented.

To test if we were in the same situation as in the past, I took this employee and other employee and made their tax history equal to make sure that both were going to maximize their SUI during the payoll, used exactly the same time entry records (with multiple states) for both employees, made sure that the national fiscal data was equal (with exception of the WCB code because their jobs are different) and after running payroll the first employee excess amount was incorrect, the second was correct.
