Auto-Creation of BP Records including line items

I am auto-creating a cost record.  I can create the record upper form, but can't get the line items in the lower form to be created at the same time.  It looks like I should be able to populate the line item, but I have not been able to do so.   Is it possible to create both upper form and detail tab line items?
