CO_STATETAX_TBL FLI & MLI Plan fields changing to XLAT value in 19-A

We are on 9.1 and applying 19-A. Prior to 19-A, these fields were Y/N values. With the change to XLAT values, N now means subject which set every Company/State combination in our environment to subject! As hires/transfers are coming in, the FLI and MLI Status fields on STATE_TAX_DATA are getting set to subject for states that do not have such plans. We are now planning to run an additional script to set all companies not in NJ, NY, and WA to not applicable.

Per 19-A release notes, new Translate Values for PNA_FLI_PLAN and PNA_MLI_PLAN fields on CO_STATETAX_TBL are:
