Inventory Items restrict View - Hide Items

We have multiple operating units in Oracle and one of new operating unit has legal requirement to hide their items/description to show for other operating units, its applicable for Items Form, PIM, UOM Conversion and any other forms when we search items.

1. Having a new Master Org for this new operating unit will help? If yes then how and what other impacts?

2. What are other options we have in Oracle?
