Move Burden Start Org Up one Level

I have moved my burden start organization up one level in the Heirarchy so I can use same schedule to capture more Operating unit burden definition.

Start: Global

Level 1: US , Canada

Level 2: US OU, Canada OU

Previously, my burden start org was at Level 1: US, but I am moving it up to Global

My issue is that when I do this, I am not able to see the Level 1: Canada or Level 2 Canada OU.  What could be causing this.

I have a single hierarchy, my responsibility has access across the hierarchy.
