Student Admissions Calculate Deposit Fees - No program with 'Admitted' or 'Active' status was found

We have admitted applicants in one program that give an error when running Calculate Deposit Fees.  The error is "No program with 'Admitted' or 'Active' status was found."  These applicants have effective dates on their Admit row between 9/2017 and 9/2018.  Two other applicants with this same program and effective dates on their Admit row of 2/2019 (current month) do calculate.

Any ideas on where to begin troubleshooting?  I have found no helpful documentation on this error, and I am not familiar with Admissions program or deposit setup.  We are on CS 9.0, PT 8.56.
