EM13c: Can I send Blackout info to another system?

We use EM to monitor availability of our systems and we Blackout targets as necessary. There is another group in our organization which uses a different system to deliver a customer facing dashboard for availability. That system does not know about our blackout so there is confusion. We have been asked to provide them information on Blackout/Blackout-end events.

We were thinking we could send their system e-mails when a target goes into/ out of Blackout status but we can't seem to get that to work. Is it possible? Is there a better way to do this?
