Way to copy Permission List HCCPSS2310 to allow different sets of users to have different access to

We have different sets of employees who need to have different types of self-service access to Personal Details.  For example, one set needs read/write access to the HR Emergency Contacts page in Fluid Self-Service and another (e.g. student workers) needs display only access.  As I understand it, there is currently (HCM 9.2, PUM 027) no way to make copies of HCCPSS2310 to accommodate different permissions.  This is a serious limitation.  Thanks for any help or advice.
