Missing Files Locator Syntax

I'm attempting to use the Missing Files Locator tool for my A9 test environment. I've found the necessary folder at :

/<agile_home>/<agile_domain>/tools    and then unzipped the folder. I open a command window inside the missing files folder, but I'm unaware of the syntax used to run the locator. I'm using the following references for help, but they're not explaining what each part of the syntax means:
