Where to modify the notification e-mail in ARM

All,

Our ARM is configured so that every time a reassignment is submitted an e-mail is sent. I have found out that the outgoing e-mail can be changed at  Manager-System Settings - Configuration Settings - Email Notifcations. That provides the "From" value but where can I find the "To" value
