segment1 of WIP_REQUIREMENT_OPERATIONS is blank

I see segment1 of WIP_REQUIREMENT_OPERATIONS is blank for around 10,000 records. Total records in WIP_REQUIREMENT_OPERATIONS is around 3.5 Million

I checked ETRM and segment1 should be copied from inventory item segment1 which is the item number

SEGMENT1VARCHAR2(40)Item flexfield segment, copied from Inventory

Can any one answer what can be the cause for segment1 of WIP_REQUIREMENT_OPERATIONS be blank ?

I checked forums, metalink but could not got any hint for possible issue.
