Relation between MinMax Planning & Requisition Import

Dear Oracle Guru's,

When I run the MinMax Planning Report for "Items under minimum quantity", I found several items that need to create a requisition.

But, when I run Requisition Import, the result is: No requisitions were created.

So, what is missing?

Did I miss some step?
