APXVDDUP Lock on FND_CONFLICTS_DOMAIN

Hi,

Running 12.1.3 on RHEL 7......stable system no recent patching or other changes.

Suddenly in the middle of the day concurrent requests stopped running.

In Admin Managers I could see a large number of requests pending in the Conflict Resolution Manager.

Nothing obvious in the logs for

Internal Manager

Conflict Resolution Manager

Standard Manager

So I bounced the managers with adcmctl.sh

Had to manually terminate (kill -9) the FNDCRM (Conflict Resolution) process.......

After all the managers were down I restarted with adcmctl.sh.

Internal manager started and none of the others!

Looking at the internal manager log it was sitting still on the following
