Siebel 18.12 application is not running for unshipped language

Dear siebel experts,

we have upgraded to Siebel 18.12. However we using unshipped language where application is not running.  I followed all steps from Global Deployment Guide for localization with IP2017, but still I'm facing some problems.

1) First of all after the IRM I noticed that I am missing all Symbolic Strings for unshipped lang

2) I also missing icons and other captions,
