Section break - everything after not repeated

I have a three page template that is in landscape orientation.  Before the last page, there is a section break (next page) and the last page's orientation is portrait.  All of these pages should repeat and they are all within the group tags.  However, when my data contains more than one (transaction, in this case), only the first two pages before the section break are repeated.  Then at the end, the last page is displayed once.  I do NOT have the

<?start@last-page:body?>

tag.  What am I doing wrong?

I should add that this is an RTF template.
