Is there a refresh or issue with the JOB_DATA page and employee photos?

I used the mass load process (Resize Employee Photos) delivered in Peoplesoft to upload photos for a few employees.    This loaded them correctly and I can see them in MY Team and the Identification Data and the right photo is with the right employee.    When I go into Job Data and hover over the name it is always the photo from the 1st employee I accessed, it is like the photo never refreshes.    So if I access employee 1 the photo is accurate but if I access employee 2 the photo is actually the photo for employee 1.

I searched to see if there is a known bug but haven't found anything yet.    We are on HCM 9.2.23 and 8.56.03 and wondering if anyone else has seen this issue or is there a step I missed for this to work correctly in JOB_DATA.
