how can we internally reserve stores inventory and pick release with OM Sales Order charging to to a

On R12 EBS using Inventory and Order Management can we use internal requisitions to create stores reservations then with OM Sales Orders create Pick Releases issuing inventory and charging to a Project account AFE?  We can do Inventory organization transfers with OM Sales Order / Pick release processing.  We need to do stores reservations to stores issues.  We are looking for a way to create reservations as a demand event against inventory, lowering Stores Available quantities and generating MIN MAX replenishment requisitions based on material reservation dates.  Any suggestions?
