Issue browse folder after creating in Content Manager Taskflow using WebCenter Portal 12.2.1.3

In my Portal I have a page contains a Content Manager Taskflow.

When I create a folder in the TF, I got Folder successfully created message. but when I click on the folder name, I got error: "System failure occurred. Contact your site administrator."

in Content Server log, I saw the following error msg:
