Routing not attached to PM WOs created by R12807

We are using 9.2.  When our PM WOs are created by R12807, the routing is not getting attached, even though our value of ENG is populated in the MCULT field.  As soon as user goes into work order and clicks ok, the routing is attached.  How can we make that attach upon work order creation?
