12.1.3 ETCC Question

We are on EBS 12.1.3 and understand that ETCC is only for EBS 12.2.  Is there an equivalent for EBS 12.1.3?  We are trying to determine if we are missing any major patches within our instance.  Is there an Oracle process to achieve this?
