HMR rule to convert HEX string to Text

I'm trying to see if there's a way to use a header rule to parse out a hex string, convert it to text file and place each section to individual headers.  I can do the second part where I'm able to parse out the info but can't seem to find a way to convert the User-to-User hex string to the text conversion as shown below.
