HCM Extracts Fast Formula Value Sets

Hello,

I am trying to create a value set which returns name field from HR_ALL_POSITIONS_F_TL.  The value set works for some position ids but not for others.  On looking into it deeper, I think the value set is not returning values for Ids which are marked as Inactive (checked by checking the manage positions section).  Is this behaviour as expected and if so is there a work around which gives me the position name in the value set irrespective of the status.
