ACA - 1095c Transmittal - Employees without SSN

Hello,

We have several employees who are in the process of applying for a SSN but do not yet have a valid SSN  and we are wondering if anybody knows if the IRS will allow us to submit the transmittal file with blanks in the SSN field or all zeros.
