Rerunning original 1095-C PDF and transmittal file

Hello, I am attempting to rerun the original 1095-C PDF and transmittal file because I need to create a 1095-C for an employee who got missed. I have not submitted the file to the IRS yet.

I'm able to update the ACA Eligibility status for the employee and extract the 1095-C data.  I set the Process Status to 'Finalize for Transmittal'.  But when I attempt to rerun the original PDF and transmittal file, the log says "No employee records selected".  Am I missing a step, doing something wrong or can the Create ACA XML Files only be processed once?
