Department Budget inactive rows

Hi all,

I recently noticed that inactive rows are included in the DEPT_BUDGET and DEPT_BUDGET_ERN tables. I've included an example below. What is the purpose of this? It doesn't seem accurate that these rows are included.

POSITION_DATA - 00000060 has not been associated with department 30110 since prior to 2017-03-01

DEPT_BUDGET - However, a row for 30110 is still included for FY 2019 with EFF_STATUS=I

DEPT_BUDGET_ERN - And rows for 30110 are still included for FY 2019 here
