ACA Manifest file can't find the Form data Report Definition

We can't get the Manifest file to find the Form Data's report definition for some reason.  The only way we can get the manifest to see the form data file is to put the path in the Proc Opt for R08151 so the checksum is calculated correctly but we can't get the Manifest file to go to the same folder where the Form data file is written.  We have the Report Definition Archive path set up correctly according to the 2018 instructions for setting up the XML files.  Any ideas?  btw, we are trying to get a test scenario submitted.
