ACA - No Employees for one company in an ALE Group. Still needs to be reported?

We have about 20 companies in an ALE group.

We have been reporting all these companies (to the IRS) under one TCC as they all belong to one aggregated ALE group.

Last year (2018) we didn't have any employees for one company (Ex: XYZ).

There are no 1095Cs for this company (XYZ) this year as there were no employees in 2018.

When we do the IRS transmissions, XYZ company will be included in the Aggregated ALE Group section (in Request XML file).

Should we remove this XYZ company from the ALE group?

If I keep XYZ company as part of the ALE group, 1094C request xml file will have the listing of all companies in an ALE group. This will include XYZ company for other companies in the ALE group.
