User can not see lines for requisition while others can

Hi All,

I have a user who is unable to view the lines for a given requisition.  It is really strange because other people can open and view the requisition lines.  In addition, the user that is struggling to view the lines is the one that submitted it.  Every time they try to open the lines for a requisition it gives an error "There are no lines for this header".  I was hoping someone would be able to help me with this issue.  We tried applying this patch, but it did not work.
