Advanced Pricing - Order Level Adjustment

I need to create a line on a credit order for a "restocking fee", however because order level adjustments don't allow for using order detail groups I ca n't use the order type.  Does anyone have any ideas for adding an order line adjustment to a specific order type (credit memo)?
