Issue after customizing "Unauthorized " system page in WCP 12c

We have a following use case:

In our portal content manager taskflow page, get a document link and send it to an unauthorized user.

when user click the document url and user login to the portal, portal display  Oracle Unauthorized system page which url is:

http://wcp12cr2:7777/webcenter/faces/oracle/webcenter/page/scopedMD/s8bba98ff_4cbb_40b8_beee_296c916a23ed/businessRolePa…

After customized this system page in Portal, repeat the above doc link, Oracle Unauthorized system page url is changed to:

http://wcp12cr2:7777/webcenter/faces/portal/oracle/webcenter/page/scopedMD/s8bba98ff_4cbb_40b8_beee_296c916a23ed/busines…
