I know I can't assign OLE to multiple ledgers, but shouldn't the secondary inherit those?

I have secondary ledgers which are crossing chart of accounts.  When we setup the new ledger the legal entity is not inherited in the new coa, which means we can't setup intERcompany, only intracompany.

I have an existing secondary with same coa that gives me the option, but the new one with different coa does not.   Only difference between the two is the coa being used

COA mapping has been created, and truly the difference in the COA is length of fields (and different value types in those fields)
