JDE 9.2 Install Porttest

After applying the 9.2.3.1 tools with new enterprise server getting following error for PORT TEST. I am able to ping DB Server, and enterprise server. JDE.ini looks good, verified the F98611 and ODBC settings.

Database - 2016 SQL server. SNC driver 11.
