Admin Menu not displayed while logging in

Hi,

While logging into otm, all the users who were assigned admin_menu which is a Public Menu, are not able to see the menu. Getting the below error

glog.util.remote.UpdateRecordNotFound
[014962] cause.Update_Record_Not_Exist (primaryKey=ADMIN_MENU, table=USER_MENU_LAYOUT)
