Why fund available is going to be negative in budget

Hi,

Why available fund is going to be negative whereas my encumbrance amount is 8680209.2001 my budget is 14917000.0000 and actual is 7368240.4472 but fund available is -1131449.6473.

What may be the reason for the fund available going to negative.

Could you please suggest me to identify the issue
