"Edit Web Layout - IDE" not working after the Upgrade from preIP17 to Siebel 18.12

Dear Siebel experts,

Kindly asking you to provide a feedback for Applet Layout Editor which should be working in Siebel WebTools.  It is not working even in dedicated client.

The issue can be reproduced at will with the following steps:

1. Perform Edit Web Layout IDE in Web Tools. ()

2. Notice the distorted interface and Applet editing not working.

Do you have any clue how to fix this? There is a (Doc ID 2475309.1) but I don't think it is a relevant for 18.12 ?  All the repository changes had been applied with IRM.
